Can a samsung galaxy note 8 with bad imei be unlock and clean?

Hi, I have a galaxy note 8 with bad IMEI the carrier is Xfinity.

I saw that some purchases in the top include the premium service which cleans the imei, but when I tried to purchase from Xfinity I don't know if it can be unlocked and the IMEI can be clean as well.
